The Family Educational Rights and Privacy Act (FERPA) is a "Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education. No district representative shall release the contents of a student record to any third party without prior written consent of the student, other than directory information as defined in this policy and information sought pursuant to a court order or lawfully issued subpoena, or as otherwise authorized by applicable federal and state laws."
YCCD Board Policy 5040: FERPA "prohibits the release of student records (verbally, inwriting, or by any other means)....unless there is a specific statutory authorization or a legitimate education interest to be used internally, a need to know (as part of fulfilling job duties) or an emergency."
