  • The Fall 2018 Deadline to submit your Residency Consideration Form is September 7th at 5PM.

No refunds will be issued after this date and late forms submitted will be processed for the upcoming term.

California Residency Requirements:

A California resident is defined as one who has established both physical presence and intent to make California their permanent home for more than one year and one day from the Residency Determination Date.  Residency for tuition purposes at Modesto Junior College has four basic components:

  • Legal Status
  • Physical presence is defined as continuous physical presence within the State of California, excluding temporary absences.
  • Intent to make California the permanent home is determined based upon acceptable evidence submitted by the student showing intent to make California the student’s permanent home and evidence showing the student is not precluded from establishing permanent residency in the United States.
  • Financial Independence is determined 

A non-resident student is one who has not resided in the State of California for more than one year and one day immediately preceding the Residency Determination Date as well as a student who is precluded from establishing domicile in the United States. Non-residents still may attend the College subject to non-resident tuition in addition to all other College mandatory fees. Students with visas, which require residency in the country granting the visa, will be required to pay a nonresident tuition fee and the enrollment fee. Residency Reclassification at Modesto Junior College:

Students who have been classified as non-residents may petition to be reclassified as California residents if their status has changed. The form is available in the Enrollment Services Offices and must be submitted IN-PERSON with the appropriate documentation showing both physical presence and intent to make California their permanent home. Reclassification requests must be submitted prior to the start of the semester in which reclassification is requested to be effective. Appropriate residency documentation may include, but is not limited to the following:

  • Ownership or leased property in CA
  • Registered to vote in CA
  • License for professional practice in CA
  • Motor vehicle license registration filed in CA
  • Valid CA driver’s license or identification card
  • Establish and maintaining an active bank account with CA address
  • Maintaining permanent military address, or home of record in CA while serving in the Armed Forces
  • Petitioned for divorce in CA
  • Utility bills with CA address
  • Medical bills with CA address

Financial Independence documents:

  • Federal and state income tax return filed in CA
  • CA Unemployment (EDD)
  • CA verification of public assistance or county services
  • Proof of employment in CA
  • Financial Aid award letter
  • Social Security award letter

All proofs must include the following information: STUDENT’S NAME & CALIFORNIA ADDRESS by the RESIDENCY DETERMINATION DATE for the applying semester

Due to the complexity of determining residency, we reserve the right to ask for any additional documentation as may be needed on a case by case basis (To be determined by an Admissions & Records Specialist).

Deadlines & Determination Dates:

  • Residency Determination Date is defined as the day immediately preceding the first day of instruction for the semester.  All proofs submitted as part of documentation must be dated prior to the determination date for the term you are applying for residency reclassification.
  • Deadlines to submit the Residency Consideration Form and all proper documentation vary by semester.  Late forms and/or documentation cannot be accepted for the current term, but can be used for a future term that meets the residency requirements.
      • Summer 18 Deadline: 05/10/2018                Summer 18 Determination Date: 04/29/2017
      • Fall 18 Deadline: 09/07/2018                         Fall 18 Determination Date: 08/26/2017
      • Spring 19 Deadline: 01/25/2019                   Spring 19 Determination Date: 01/13/2018
